what do I overwrite in the newer download to use the old actions, lua, settings, etc. I had set up in my previous version of s+?

The only files you absolutely have to replace are StrokesPlus.exe and StrokesPlus.dll, but obviously StrokesPlus.html wouldn't hurt anything. All of your setting are stored in StrokesPlus.xml and StrokesPlus.lua (for the Global Lua tab). By default, those are saved in your AppData user folder, not in Program Files\StrokesPlus.
