I just scrolled up the help file and saw the mention of hkid, so I am wondering if it is possible to do something like
load(hkid)
in S+ similar to
eval(sp_config.Hotkeys[hkid].Script)
in S+NET.

No, the config object isn't exposed or accessible to the script engine. You could define a Global function that the hotkey calls and be able to call that function from anywhere.
